Surely, it should be the purveyors of problem punch and late night knuckle sandwiches, who should be financing the extra costs of licensing, along with a levy towards the policing required outside these filling in stations. Where a conviction is obtained for assault, would it not be better to charge the assailant for victim`s medical costs, and pay direct to NHS?.
